Incident Command Center

CTUIR ICT Public Health Order -

On September 24, 2021, the CTUIR Board of Trustees polled and adopted Resolution 21-081, which declared a Public Health Emergency and Engagement of an Incident Command Team.


Incident Command Order

Yellowhawk Tribal Health Center has determined that for the public health and safety of all residents on the Umatilla Indian Reservation that it is necessary to implement safety measures that limit capacity in the following areas:


Wildhorse Resort and Casino

The following guidance is in place and effective as of 4:00 PM on September 27:

• Casino: Occupancy 75% or 750 machines in play

• Child Entertainment Center will be closed to the public

• Gift Shop: Occupancy 75%

• Cineplex: Occupancy 50% or 100 people, whichever is less

• Quaking Aspens Lanes

o Occupancy 50% or 450 people whichever is fewer

o Maximum of 6 people per lane including bowlers and observers

• Arcade: Occupancy maximum 60 people

• Arcade Prize Redemption Center: Occupancy max 8 people

• Arrowhead Travel Plaza & Mission Market: Occupancy 75%

• Hamley Western Store: Occupancy 75%

• Food & Beverage Operations:

o Wild Roast: Occupancy 50%

o Sports Bar: limited seating 50% or 100 people, whichever is smaller

o Lobby Bar: limited seating 50% or 100 people, whichever is smaller

o Traditions: limited seating 50% or 100 people, whichever is smaller

o Plateau: limited seating 50% or 100 people, whichever is smaller

o Food Court (Burgers & More/Ice Cream & Pastries, Brigham Fish ‘n Chips, Moe Pho Noodles): limited seating 50% or 100 people, whichever is smaller

o Quaking Aspens Bar: limited seating 50% or 100 people, whichever is smaller

o Clubhouse Bar & Grill: limited seating 50% or 100 people, whichever is smaller

o Birch Creek Grill: limited seating 50% or 100 people, whichever is smaller

o Hamley Steakhouse/Saloon: limited seating 50% or 100 people, whichever is smaller

o Hamley Café: limited seating 50% or 100 people, whichever is smaller

Restaurants

The following guidance is in place and effective as of 4:00 PM on September 27:

• Indoor capacity: Not to exceed 50% maximum occupancy or 100 people, whichever is smaller

• Outdoor capacity: 150 people maximum

• Indoor and Outdoor seating: 6 people per party and per table maximum, limit 2 households

Faith Institutions

The following guidance is in place and effective as of 4:00 PM on September 27:

• All faith institutions will temporarily be closed

• Funerals are limited to immediate family and graveside only

Education

The following guidance is in place and effective as of 4:00 PM on September 27:

• Head Start will be online only at least through October 8

• Daycare & Afterschool will close to all with the exception of children of Tribal government and Tribal entity employees who are unable to telecommute

• Nixyáawii Community School sports events will be limited to 75 people capacity. No concessions will be allowed until further notice

Indoor Recreation and Fitness

The following guidance is in place and effective as of 4:00 PM on September 27:

• Includes gyms, indoor K-12 sports practices, indoor collegiate sports, fitness organizations, indoor recreational sports, indoor pools: Capacity: 75 people

Outdoor Recreation and Fitness

The following guidance is in place and effective as of 4:00 PM on September 27:

• Includes outdoor gyms, outdoor fitness organizations, outdoor K-12 Sports, outdoor recreational sports, outdoor parks and hiking trails, outdoor campgrounds: Maximum 75 people

Social and At-Home Gatherings

The following guidance is in place and effective as of 4:00 PM on September 24:

• All social gatherings, whether indoors or outside, are to be limited to no more than six (6) people from two households

Retail Stores

The following guidance is in place and effective as of 4:00 PM on September 27:

• Limited to 75% capacity, although “to-go” or “curbside” pickup is recommended


Nixyaawii Governance Center/Tribal Government Facilities

The following guidance is in place and effective as of 4:00 PM on September 27:

• No in-person meetings, including Committee/Commission meetings

• Tribal government facilities will be available by appointment only

• Finance payments will need to be placed in the drop box in front of NGC unless an appointment is made with the Finance Department

• CTUIR Employees: Finance window will be open 11:30-12:00 and 3:30-4:00 pm daily to pick up checks. If this time does not work please schedule an appointment.

Nixyaawii Community Financial Services

The following guidance is in place and effective as of 4:00 PM on September 27:

• No in-person appointments

• Transactions will occur through the Drive-Up window or through mail/email



Masks are required at all tribal properties, including the Nixyaawii Governance Center, Wildhorse Resort and Casino, Yellowhawk Tribal Health Center, Nixyaawii Community School, and other government and retail properties on the Umatilla Indian Reservation. Social distancing of six feet and, frequent, thorough handwashing practices also remain extremely important and will continue to be required as essential to minimize the risk of exposure and infection.
